CeCe Courter- Executive Director
CeCe has been the Executive Director at Children’s Learning Center since October 2018. In 2000, CeCe accepted her first position as Director at a childcare and has been directing in Early Childhood Education Programs ever since.
CeCe received her Bachelor of Education in Early Childhood Education in 2004 from Washburn University. In 2011, she completed her Masters in Education Curriculum and Instruction emphasizing in Education Tech. from Washburn University.
In January of 2023, she completed her National Director Credential and a pilot program in Early Childhood Developmental Disability through Kansas LEND. Previously, she taught online child development classes for Washburn and Highland students in addition to Directing.
CeCe has two children- Katie and Taggert- who are both young adults. She also has a Therapy Dog named PJ who works with the children at CLC.
Katherine Krall - Program Director
Ms. Katie has been a valued member of the CLC team since the fall of 2022. She initially joined our program while seeking high-quality care for her infant son. Since 2022, she has primarily served in our Preschool classroom, working with children ages 2–3 years. During her time in the classroom, Katie earned her Child Development Associate (CDA) credential, completing 120 hours of early childhood education training, a professional portfolio, a formal assessment, and a classroom observation.
In the summer of 2026, Katie transitioned into the role of Program Director, where she has continued to support the growth and success of our program.
Carolyn Victor- CLC Assistant Director
Ms. Carolyn has been employed at CLC since August 2021. When she began at CLC, she started as an Assistant Teacher in an Early Head Start classroom and quickly rose to the Co-Teacher position. Currently, Carolyn holds the role of Assistant Director.
In September of 2023, Carolyn completed her Child Development Associate in Infant and Toddler Development! This achievement includes 120 training hours in Early Childhood Education, portfolio review, assessment and classroom observation. Ms. Carolyn also completed a Child Passenger Safety Technician class, so she is now certified in installing car seats. This is a service she provides privately, and not through CLC. Ms. Carolyn also completed a certification in early childhood development disability through the LEND program in the Spring of 2025. Since then, she has been supporting our program in becoming certafied Breasfeeding Friendly.
Ms. Carolyn has a daughter who recently graduated from CLC.
